Working groups are based on professional interest of the participants; they meet separately and focus on specific topics. Each of the nine working groups meets at least four times a year, whereas at least three meetings take place outside the capital. Consultations and voting in working groups are lead by two Co-Chairmen: a representative of the state sector (from relevant ministry or office), a representative of the non-state sector (private sector, local government, NGOs, academia, etc.)
